RealTek USB 64 bit NIC driver for WinPE boot media

Symptom

The RealTek USB 64 bit NIC driver, in INF format for the mass deployment WinPE boot media, cannot connect to a network when using one of the following options:

ThinkPad OneLink Pro Dock (03X1738, 41X0, 4X10E52935, 4X10E52941)
ThinkPad Tablet 10 Dock
Lenovo USB 3.0 Ethernet Adapter (4X90E51405, 03X6840)
Lenovo USB-C to Ethernet Adapter (4X90L66917, 03X7205)
